During the First World War, Bertrand Russell was political commentator for _The Tribunal_, the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. This volume contains many short papers from that period, which reflect Russell's immediate reponses to developments in the conflict. These documents bear witness to Russell's growing commitment to pacifism, and reveal the development of the patterns of political argument, rhetoric and activism which were to characterise his work throughout his life.

This article reviews and criticizes Joseph Heath’s market failures approach (MFA) to business ethics. Our criticism is organized into three sections. First, we argue that, even under the ideal assumptions of perfect competition, when markets generate Pareto-efficient distributions, Heath’s approach does not rule out significant harms. Second, we show that, under nonideal conditions, the MFA is either too demanding, if efficiency is to be attained, or not sufficiently demanding, if the goal of Pareto efficiency is abandoned. Finally, we argue that (...) Heath’s appeal to regulations and specific moral requirements as a remedy for market failures is unlikely to safeguard efficiency and exposes a number of general worries regarding the moral force of the MFA. We end this article with a constructive suggestion on how to adjust the MFA to avoid these problems while preserving its contractualist and Paretian spirit. (shrink)

Background. In some organisations, traumatic events via direct or indirect exposure are routine experiences. A NICE review (2005; updated in December 2018) of Post-Traumatic Stress Disorder (PTSD) management in primary and secondary care did not address early interventions for trauma in emergency response organisations. Aims. This scoping review was designed to identify previous research which evaluated the use of early interventions following exposure to primary or secondary trauma, to report on the effectiveness of early interventions models. Method. A scoping review (...) was conducted to examine early interventions for trauma with staff in roles potentially exposed to trauma including: emergency response, military and humanitarian aid. Relevant data was extracted from included studies and outcomes were assessed using meta-ethnography. Results. Fifty studies of mixed quality met the inclusion criteria for this review. Synthesis of study outcomes found that early interventions help emergency responders to manage post-incident trauma when they: are delivered in a manner that respects distinct organisational culture; are supported by organisations and senior management, and; harness existing social cohesion and peer support systems within teams. Conclusions. This review demonstrates that early interventions support emergency responders following exposure to trauma when: tailored to the needs of the population, are supported by the host organisation, and harness existing social cohesion and peer support processes within a team or unit. We identify a number of recommendations for the delivery and evaluation of early interventions for psychological trauma in emergency response organisations. (shrink)

The ventricular pressure profile is characteristic of the cardiac contraction progress and is useful to evaluate the cardiac performance. In this contribution, a tissue-level electromechanical model of the left ventricle is proposed, to assist the interpretation of left ventricular pressure waveforms. The left ventricle has been modeled as an ellipsoid composed of twelve mechano-hydraulic sub-systems. The asynchronous contraction of these twelve myocardial segments has been represented in order to reproduce a realistic pressure profiles. To take into account the different energy (...) domains involved, the tissue-level scale and to facilitate the building of a modular model, multiple formalisms have been used: Bond Graph formalism for the mechano-hydraulic aspects and cellular automata for the electrical activation. An experimental protocol has been defined to acquire ventricular pressure signals from three pigs, with different afterload conditions. Evolutionary Algorithms have been used to identify the model parameters in order to minimize the error between experimental and simulated ventricular pressure signals. Simulation results show that the model is able to reproduce experimental ventricular pressure. In addition, electro-mechanical activation times have been determined in the identification process. For example, the maximum electrical activation time is reached, respectively, 96.5, 139.3 and 131.5 ms for the first, second, and third pigs. These preliminary results are encouraging for the application of the model on non-invasive data like ECG, arterial pressure or myocardial strain. (shrink)

The value of any kind of data is greatly enhanced when it exists in a form that allows it to be integrated with other data. One approach to integration is through the annotation of multiple bodies of data using common controlled vocabularies or ‘ontologies’. Unfortunately, the very success of this approach has led to a proliferation of ontologies which itself creates obstacles to integration. The Open Biomedical Ontologies (OBO) consortium has set in train a strategy to overcome this problem. Existing (...) OBO ontologies, including the Gene Ontology, are undergoing a process of coordinated reform and new ontologies being created on the basis of an evolving set of shared principles governing ontology development. The result is an expanding family of ontologies designed to be interoperable, logically well-formed, and to incorporate accurate representations of biological reality. We describe the OBO Foundry initiative, and provide guidelines for those who might wish to become involved. (shrink)

Volume 2, Philosophical Papers, 1896-99 (editedby Nicholas Griffin and Albert Lewis) has reached the publisher; we plan to have the first volume of the Bibliography (by Kenneth Blackwell and Harry Ruja) and Volume 6, Logical andPhilosophical Papers, 1909-13 (edited by John Slater) there by the end of the year; and Volume 3, Toward the "Principles", 1900-02 (edited by Gregory Moore), will not be far behind in 1991. Also in 1991 Volume 14, Pacifism and Revolution, 1916-18 (edited by L. Greenspan and R.A. Rempel with M. Lippincott) will be ready, and Volume 4, Foundations ofLogic, 190205 (edited by Alasdair Urquhart) will be coming to the home stretch. We will soon be working as quickly as Russell did! There are problems. In an age when even the Pentagon is suffering from cutbacks, so are we. The copy must be prepared by one typesetter who also acts as the Project secretary. That one person is handling a load that had previously been handled by three. Our university, like most others, is slashing budgets so that it has been forced to reduce its contributions to our funding. While we remain relatively fortunate in our level of university support, we in the Project have had to tighten our already taut belts even more. McMaster's budget cuts could mean that we cannot hire summer students for our research. This loss would be difficult but bearable. Next year some of the grants will run out. Then we will be even more dependent on a university, like others in Ontario, which is retrenching through a hiring 96 Russell summer 1990 freeze and other mortifications. Fortunately our May 1989 grants from the Social Sciences and Humanities Research Council of Canada remain unchanged. But the Russell Project has demonstrated that it is a hardy survivor. In the past we have endured cuts from S.S.H.R.C.C. and cutbacks from the university. But we have persevered and certainly accelerated our output significantly as our understanding of this massive enterprise has continued to develop. FROM VARIOUS THINKERS and in different languages we have been receiving an identical message: the philosophy of the subject initiated by Descartes' cogito has reached a definitive impasse. Critical reactions range from attempts to dispose of the subject altogether to efforts to restore pre-Cartesian theories. The authors here presented adopt positions different from either of those extremes. Fully aware of the modern predicament they advocate neither a return to a pre-Cartesian past nor do they dismiss outright the post-Cartesian subjective starting (...) point. Theoretical attitudes once adopted cannot simply be discarded: philosophy has to work its way through them. Still, the proposed answers vary substantially. In Philosophy and the Mirror of Nature, Richard Rorty advocates abandoning traditional truth claims in favor of a rational "conversation" carried on between incommensurable positions. Francis Jacques's Différence et subjectivité reverses the traditional priority of subject to relation. In Généalogie de la psychanalyse Michel Henry attempts to reclaim a theory of "pure" subjectivity from the wild growth of its objectivist deviations. Alasdair MacIntyre exposes the disastrous moral consequences that have resulted from the primacy of an autonomous, isolated subject and proposes a program for a socially and historically more integrated ethical reconstruction. No idea has of late more consistently come under fire than that of the subject as sole source of meaning and value. Heidegger attributed it to Descartes, and three of the studies show the direct impact of his reading. Yet similar tendencies had been at work in analytic philosophy. Rorty presents pragmatic anti-subjective interpretations of language going back to Wittgenstein; Francis Jacques supports his attack by Russell's theory of relations. (shrink)

This book assesses how Vatican II opened up the Catholic Church to encounter, dialogue, and engagement with other world religions. Opening with a contribution from the President of the Pontifical Council for Interreligious Dialogue, Cardinal Jean-Louis Tauran, it next explores the impact, relevance, and promise of the Declaration Nostra Aetate before turning to consider how Vatican II in general has influenced interfaith dialogue and the intellectual and comparative study of world religions in the postconciliar decades, as well as the (...) contribution of particular past and present thinkers to the formation of current interreligious and comparative theological methods. We present an ontology of pain and of other pain-related phenomena, building on the definition of pain provided by the International Association for the Study of Pain (IASP). Our strategy is to identify an evolutionarily basic canonical pain phenomenon, involving unpleasant sensory and emotional experience based causally in localized tissue damage that is concordant with that experience. We then show how different variant cases of this canonical pain phenomenon can be distinguished, including pain that is elevated relative to peripheral trauma, (...) pain that is caused neuropathically (thus with no necessary peripheral stimulus), and pain reports arising through deception either of self or of others. We describe how our approach can answer some of the objections raised against the IASP definition, and sketch how it can be used to support more sophisticated discrimination of different types of pain resulting in improved data analysis that can help in advancing pain research. IS POSTMODERNISM A NEW, perhaps decisive stage that completes the unfinished project of modernity, as Jürgen Habermas and, in some respects, Jean-François Lyotard claim? Or does it intend to break with that project altogether, as Derrida and Rorty maintain? The latter, more radical thesis tends to go hand in hand with the assumption of an essential continuity between modern and premodern thinking. Among those who defend the latter thesis we find Nietzsche, Heidegger, Derrida, and Rorty. Rorty's position has become somewhat (...) questionable, however, since in the Introduction to his recent Essays on Heidegger and Others he distances himself from the very term "postmodern." "The term," he writes, "has been so over-used that it is causing more trouble than it is worth.... It seems best to think of Heidegger and Derrida simply as post-Nietzschean philosophers--to assign them places in a conversational sequence which runs from Descartes through Kant and Hegel to Nietzsche and beyond rather than to view them as initiating or manifesting a radical departure." This way of contextualizing the so-called postmoderns with the moderns differs from the radical discontinuity Derrida proposes and that Rorty himself formerly appeared to advocate. Western philosophy would then follow a single course from its Greek beginnings to the present with some distinct swerves, of which the so-called postmodern is one, but with no radical interruptions. According to the recent view the ontotheological principles that guided Greek and medieval thought continue to operate in the rationalist and, indirectly, in the empiricist philosophies of the modern age. This essay will argue that there is discontinuity between modern and premodern and continuity between modern and postmodern. (shrink)
